Joint Technology Engineering Incorporated (JTE) is a small business with extensive experience in designing, developing and sustaining complex software applications for multiple mission planning systems such as Mission Planning System (MPS), Portable Flight Planning Software (PFPS), Joint Mission Planning System (JMPS), and XPlan.
JTE was founded in 2003 by Paul LaRoux with the goal to provide the highest quality application software development services to the American military while keeping the costs highly competitive. He has demonstrated he can achieve his goal through a company built on three value-added components:
- A technically qualified flat management structure.
- A small, highly qualified and motivated work force.
- A customized application software development process that is loosely based on the Agile methodology.
Our professional workforce is composed of software professionals specializing in Mission Planning Software solutions. The majority of our employees have over 10 years of experience in working with Mission Planning Software. Our philosophy in all endeavors is to strive to put product quality and end user satisfaction first.
The added value JTE brings to its customers stems from utilization of a customized process for developing applications software. This methodology focuses on the users’ satisfaction with the application and specification of requirements through user feedback. The results for JTE and its customers have been consistent delivery of software applications, within the schedule and cost constraints the customer required, that provided the functionality the customer wanted.

Development Process
JTE uses the Iterative Lifecycle Model to build prototypes and applications in a short period of time in close coordination with the customer and application user. JTE projects apply modern software languages and libraries that Microsoft (MS) Visual Studio (VS) supports to implement the functionality required to satisfy the user requirements. JTE utilizes the software development capabilities and flexibility provided by VS for building prototypes and interim releases quickly and efficiently.
JTE Staff
JTE is committed to providing highly qualified staff to accomplish the required deliverables on time and at the agreed price. Most of our employees have prior experience with Mission Planning software. Furthermore, many employees have served on active duty in the military which provides them with real-world perspectives and experience as former operators and/or acquisition corps members.
